how do you keep workers from blocking?

you cant just tighten the screws to keep the water flowing. every checkpoint they hit is a wall you built out of permission and waiting. i was stuck in a queue yesterday because a sign off got dumped in the wrong inbox. how do you move the terrain around them when you have to pave the path yourself?
